Arrests Executed in Relation to Enormous Unauthorized Rubbish Dump
A pair of individuals have been taken into custody as an element of an probe into the illegal deposit of thousands of metric tons of waste in a open field in the county of Oxfordshire.
Authorities stated that a 69-year-old was apprehended at a dwelling in Hampshire's Andover, while a man in his fifties was arrested in Slough, Berkshire in relation with the massive mound of rubbish tipped near Kidlington, Oxfordshire.
These arrests occur a week after a prior investigation which exposed the operation of more than 500 unlawful sites throughout England, encompassing at minimum 11 so-called "super sites" greater than 20,000 tons.
A spokeswoman for the environmental body said that the arrests were for environment-related and money laundering violations and constituted a "key step" in active inquiries. The apprehended men have been set free on bail.
Scale of the Situation
The dump in the Kidlington area, situated between the River Cherwell and the A34 highway, is estimated to house around 21,000 metric tons of refuse in a pile which is up to 150m (490ft) long and 6m (20ft) high.
This heap of waste is made up of what appears to be treated residential rubbish, chopped up plastic materials, expanded polystyrene, automobile tires and assorted domestic objects.
It constitutes just one example of 517 unauthorized sites across England, at a minimum of 11 of which hold over 20,000 tons of waste. They include a 280,000-tonne location in Cheshire, two 50,000-tonne sites in Lancashire county and Cornwall and a 36,000-tonne site in Kent.
The overall number of such major dumps is probably to be higher, as the environmental body has in the past stated it does not maintain information on weight for every illegal tip.
A large proportion of these sites are in countryside locations, frequently hidden, and on land that is intended to be farm property.
Organised Operations
Law enforcement state a significant number are run by organised crime gangs, who are generating profit by charging much less than licensed companies to accept and landfill garbage.
Companies have to incur site fees to use legitimate disposal sites, contingent on the amount and category of material they are trying to discard, and a waste tax is also charged at just over £126 per tonne.
Public Anger
Initial operations to remove the affected site began earlier this month due to fears over the potential of combustion and the impact that would have on the nearby major road.
A contracted clean-up contractor has been given the task to remediate the site over the following 12 months period at a price of £9.6m.
An compliance officer for the government environmental crime team said that the authority would be aiming to recoup the clean-up expenses under proceeds of crime legislation from any party ultimately found guilty at the end of its ongoing inquiry.
She added that these arrests would help "push the investigation forward" and permit authorities to "investigate more avenues to understand precisely what occurred and who was implicated".
"The unauthorized site at Kidlington was an shocking and intentional attack on our natural surroundings and officials understand the public's anger at this terrible offence," she remarked.
A senior representative welcomed the detentions, adding: "This unlawful tipping of rubbish at Kidlington is appalling and has led to substantial harm to the natural world and distress to the nearby residents.
"Our administration is pledged to eliminating this category of illegal activity throughout the country, by augmenting resources to address waste crime, recruiting more personnel and enacting tougher checks and sanctions for those who violate the law."
The detentions were executed on a recent Thursday by personnel from a specialist serious crime squad and are in addition to an previous arrest of a 39-year-old from the Guildford area in the autumn. He was released pending more inquiries.
